What comes first literature review or introduction?
The literature review always comes after the introduction and before the method chapter. A good literature review is comprehensive, critical and contextualised. That means that it will provide the reader with a theory base, a survey of published works that pertain to your investigation, and an analysis of that work.

For a number of research questions, a literature review may be the best methodological tool to provide answers. This approach can be narrow, such as investigating the effect of or relationship between two specific variables, or it can be broader, such as exploring the collective evidence in a certain research area.

Just like most academic papers, literature reviews also must contain at least three basic elements: an introduction or background information section; the body of the review containing the discussion of sources; and, finally, a conclusion and/or recommendations section to end the paper.
