Why does jotaro say the world?
The only rationale is that he believed he wouldn’t need it any more, considering that DIO was the only stand user as powerful as Jotaro. He probably believed there would be the occasional fight in the future, but nothing compared to the fight with DIO.
Can Dio beat Goku?
Heaven DIO could beat Goku. All he has to do is punch Goku once to end him forever. Jiren did move, but if you’ve ever witnessed a Muda Muda or Ora Ora punch sequence, you’ll also agree that even if UI Goku can move in stopped time a bit, he can’t dodge that attack. Goku gets rewritten into a pair of shoes.
